The Association of Vietnamese Scientists and Experts (AVSE Global) and the Ho Chi Minh National Academy of Politics (campus in Hanoi) are pleased to announce the 3rd Vietnam Symposium on Leadership and Public Policy (VSLP-2021), which will take place on 17 November 2021 in Hanoi, Vietnam, with a focus on "Leadership and Public Policy during Natural and Pandemic Crisis".
The VSLP aims at promoting collaborative research initiatives and experiences between Vietnamese experts and their foreign colleagues in both Vietnamese and international contexts. It provides a unique platform for academics, practitioners, researchers and policymakers to exchange knowledge and expertise within public management, leadership, and policy innovation. Participants will find the event an excellent opportunity for presenting new researches, exchanging research ideas and discussing current trends and developments of the field.

He manages the hospital department of Physiology - Practical examinations at Cochin hospital in Paris. His research concerns the physiology of the respiratory system and the physiopathology of pulmonary diseases..
In the 2000s (decade), Anh Tuan Dinh-Xuan was appointed head of the department of Physiology - Practical Examination at Cochin hospital. At the same time, he was elected a member of the French National Centre for Scientific Research, and joined the Committee for that organisation. His research concerned in particular molecular and integrative physiology and the role of nitric oxide in the pathophysiology, diagnosis, and the treatment of respiratory diseases..
Within the Paris Descartes University from 2002 to 2010, Anh Tuan Dinh-Xuan managed the research unit called UPRES, which specialized in respiratory Biology, Physiology and Pathology. He also managed the University Institute of Health of the University of Corsica. His works have been published in many medical magazines and he has been the editor-in-chief of the European Respiratory Journal. He is also a member of the editorial committee of the Magazine of Respiratory diseases - official publication of the French Society of pneumology.
Anh Tuan Dinh-Xuan has been consulted as an expert by several organisations such as the National Institute of Health and Medical Research, the Hospital Programmes for Clinical Research, the French Ministry of Higher Education and Research, the American Heart Association, the European Respiratory Society, the British Lung Foundation, the French Society of Physiology, the Cystic Fibrosis Association, and the French Association against myopathies.

Ted Loch-Temzelides, PhD, is the George and CynthiaMitchelle Professor in Subtainable Development at the Department of Economics and a James A.Baker III Institute for Public Policy Center for Energy Studies Scholar at Rice Unversity.
He has taught and given keynote and research seminars at numerous universities and conferences around the world. He has worked and consulted for several institutions, including the Central Bank of Portugal, the EuropeanCentral Bank, the Federal Reserve, the International Monetary Fund, and the World Bank. He conducts interdisciplinary research on the economics and of emerging infectious diseases. He has also studied climate economics and the energy transition, biologicalmarkets, conservation, and resulience. His current focus is in modeling and quantifying the economic and health consequences resulting from climate change, pollution, deforestation, and zoonotic pathogen transmission.
He has been awarded numerous grants, including the Council on Foreign Relations International Affairs Fellowship and funding from the National Science Foudation. His work has been published in several leading journals, including the American Economic Review Papers and Proceedings, Conservation Letters, Econometrica, the Journal of Political Economy, the Proceeding of the National Academy of Sciences, and Science. He serves on the editorial board of the Journal Economic Theory, and he is a CESifo and a Pan-African Scientific Research Council fellow. He has served as a Vice-Presedent of the Board of Directors, French-American Chamber of Commerce-Houston Chapter, has written opinions for The Wall Street Journal, the San Francisco hronicle, the Houston Chronicle, and Forbes, and has appeared as a guest on AI-Jazeera and on China Central Television.

Contributions on topics related to leadership, public policy, and their interfaces are highly encouraged. The symposium program will include paper presentations, roundtable discussions and case study demonstrations, along with contributions from prominent researchers, academics and professionals, policymakers, entrepreneurs, and practitioners from leading universities, institutions and governmental agencies.
